Who can leave LAX without a visa?

The United States has no airside (sterile) international transit: the Transit Without Visa provisions in 8 CFR 212.1(f) are 'Reserved', and CBP processing must be completed at the first US airport, so every connecting passenger is inspected by CBP and formally enters the US. Visa Waiver Program nationals therefore need an approved ESTA even for a same-airport connection; everyone else (except Canadians) needs a visa (C-1 transit or B-1/B-2). Checked bags are normally reclaimed, cleared through customs and re-dropped before the connecting flight. Once admitted, a passenger can leave the airport during the layover on the same ESTA/visa.

Transit rules in the United States

None (Transit Without Visa / TWOV suspended)

Who: Nobody: 8 CFR 212.1(f) 'Direct transits' paragraphs (1)-(2) are reserved, i.e. there is no visa-free direct transit. VWP nationals transit on ESTA, others on a C-1 or B visa.

  • Clear CBP at the first US port of entry
  • VWP nationals: approved ESTA, write 'In Transit' and final destination as US address
  • Others: valid US visa (C-1 for immediate and continuous transit; B-1/B-2 if also visiting)

Getting from LAX into Los Angeles

We measure to Downtown Los Angeles (Union Station). Times are the operators' own figures; ≈ marks a timetable-based estimate where no official door-to-door time is published.

OptionTimeFareRuns
FlyAway bus to Union Station (traffic dependent) source ≈60 min – –
LAX FlyAway bus to Union Station (Patsaouras Transit Plaza) source – USD 12.75 one way (contactless card or FlyAway app, no cash) every 20-30 min per schedule table (page also says every 15 min 05:00-23:00), from LAX T1 05:40, last listed departure 23:40 (LAWA commute page)
Free Metro Connector shuttle to LAX/Metro Transit Center, then Metro K or C Line light rail (change for downtown) source – USD 1.75 one way (TAP, 2 h free transfers); connector shuttle free C Line about every 10 min
Taxi from LAX-it lot, LADOT flat fare LAX-Downtown LA source – – 24h

Good to know: No airside transit in the US: international arrivals clear CBP, collect and recheck bags, then re-clear TSA. Taxis and ride-hail pick up only at the LAX-it lot next to Terminal 1 (short walk from T1, free LAX-it shuttles from the lower/arrivals level of other terminals every 3-5 min). Rail does not reach the terminals: free shuttle to LAX/Metro Transit Center (Aviation Blvd/96th St, C and K Lines) until the SkyLink people mover opens (delayed from Jan 2026; LAWA minutes of July 2026 hoped for a fall 2026 opening, no confirmed date). Downtown by Metro needs a change (K Line to E Line or C Line to A Line). Heavy road construction around the Central Terminal Area makes car times unpredictable.
