Who can leave JFK without a visa?
The United States has no airside (sterile) international transit: the Transit Without Visa provisions in 8 CFR 212.1(f) are 'Reserved', and CBP processing must be completed at the first US airport, so every connecting passenger is inspected by CBP and formally enters the US. Visa Waiver Program nationals therefore need an approved ESTA even for a same-airport connection; everyone else (except Canadians) needs a visa (C-1 transit or B-1/B-2). Checked bags are normally reclaimed, cleared through customs and re-dropped before the connecting flight. Once admitted, a passenger can leave the airport during the layover on the same ESTA/visa.

Transit rules in the United States
None (Transit Without Visa / TWOV suspended)
Who: Nobody: 8 CFR 212.1(f) 'Direct transits' paragraphs (1)-(2) are reserved, i.e. there is no visa-free direct transit. VWP nationals transit on ESTA, others on a C-1 or B visa.
- Clear CBP at the first US port of entry
- VWP nationals: approved ESTA, write 'In Transit' and final destination as US address
- Others: valid US visa (C-1 for immediate and continuous transit; B-1/B-2 if also visiting)

Getting from JFK into New York
We measure to Midtown Manhattan (Penn Station / Times Square). Times are the operators' own figures; ≈ marks a timetable-based estimate where no official door-to-door time is published.
| Option | Time | Fare | Runs |
|---|---|---|---|
| AirTrain to Jamaica, then LIRR to Penn Station (LIRR about 20 min; AirTrain up to 20 min) source | 40 min | – | AirTrain every 5-15 min, 24h |
| AirTrain JFK to Jamaica, then LIRR to Penn Station or Grand Central Madison source | – | USD 16 peak / USD 14 off-peak total incl. USD 8.75 AirTrain (LIRR CityTicket USD 5.25 off-peak, USD 7.25 peak) | AirTrain every 5-15 min (terminal loop); LIRR frequency not stated |
| AirTrain JFK to Jamaica (Sutphin Blvd-Archer Av), then subway to Manhattan source | – | USD 11.75 total (USD 8.75 AirTrain + USD 3.00 subway) | – |
| Yellow taxi, flat fare JFK-Manhattan source | – | USD 70 flat plus tolls, tip and USD 2.75-8.50 fees by time of day/destination | 24h |
Good to know: No airside transit in the US: every international arrival clears CBP immigration and customs, collects bags, rechecks them, and re-clears TSA security (Port Authority connections guide). AirTrain is free between terminals (every 5-15 min, under 10 min between terminals); USD 8.75 only when entering/exiting at Jamaica or Howard Beach. Port Authority quotes 20 min from Penn Station or Grand Central Madison to the AirTrain at Jamaica by LIRR; add the AirTrain ride from the terminal. Overnight AirTrain maintenance closures happen (replacement buses). Heavy construction (New Terminal One, T6) slows road pick-ups.
If you stay in the airport
- Transit hotel
- No airside hotel listed.
- Left luggage
- Baggage storage desk in Terminal 4 (a few hours up to 72 h, any terminal's passengers, confirmed ticket needed, TSA may inspect); operator and hours not stated source
- Free layover tour
- None that we know of.
Questions
Do I need a visa for a layover in New York?
If you stay airside, it depends on your passport: The United States has no airside (sterile) international transit: the Transit Without Visa provisions in 8 CFR 212.1(f) are 'Reserved', and CBP processing must be completed at the first US airport, so every connecting passenger is inspected by CBP and formally enters the US. How long does it take to get from JFK to New York?
The fastest public option, AirTrain to Jamaica, then LIRR to Penn Station (LIRR about 20 min; AirTrain up to 20 min), takes about 40 minutes to Midtown Manhattan (Penn Station / Times Square) (official figure). The planner adds 20% for waiting and delays.
How long a layover do I need to leave John F. Kennedy International Airport?
With our cautious defaults (45 minutes to get out, 120 minutes back before departure, the transfer both ways plus 20%), you need about 6 hours for 90 minutes in the city. Below that, stay in the airport.
